The President of the United States was volcanic after the Christmas Day bomber and ordered significant reforms.

We are really proud of law enforcement because they knew where to go.

There needs to be clarification of governance, and there has to be clarification and perhaps a new law.

I am looking for a comprehensive effort tasked by the White House to the Attorney General's office.

Mr. Attorney General, I am not asking that. I am asking about the law and the fact that every report that has been issued says the law is now either gray, dated, or nonexistent on this.

We regard this as one of the greatest threats facing the United States of America.

Because I know this subcommittee--on a bipartisan effort, if there is one thing we really do support it is the COPS program and the Byrne grants.

Aren't you cutting the COPS program by $100 million in the President's request?

They have to be trained and equipped.

I think we really have to congratulate law enforcement for that.

Spending excesses will not be tolerated.

I have fought to put dollars in the Federal checkbook to support the Department's efforts to combat terrorism and violent crime.

I believe if we all focus on where we want America to be in space, and how we protect Americans who we ask to do things we will be able to find solutions to how we work through these complex challenges.

I absolutely agree that we will hold another hearing to be able to pursue any topics.

Senator Hutchison presented a really doomsday scenario.

When she said it, actually, I thought, 'Oh, my gosh, she is so right.'

I think you get a flare here. When it comes to the space program, we have really been a bipartisan group.

So if, in fact, you say to these bold, innovative companies on which we are now betting the future of our astronauts going to the space station or in a low orbit there is going to be a safety standard, but we won't have it complete until…

We just don't want to be spending money. We also want to be able to get results for our science.

I need good answers, and so does Senator Bennett, but----

But what is your plan for the contractors who will be forced to terminate your work if this proposal is accepted?

My No. 1 concern, while we have to always look at the budget, is the safety of the astronauts.

I have many questions. Actually, I have 13 pages of questions.

It is clear that the administration, and more specifically you, Mr. Administrator, do not believe that American leadership in human space flight is a priority worth fighting for.
