Madam President, I oppose the McCain amendment and OMB's recommendation. Trade adjustment assistance is an effective and modest program, and it is only $15.8 million. The average grant is $75,000. From 2006 to 2010, it has helped over 830 firms and created about 50,000 jobs. I urge defeat of the McCain amendment. The ACTING PRESIDENT pro tempore. Is there further debate? If not, the question is on agreeing to the amendment. Mr. McCAIN. Madam President, I ask for the yeas and nays. The ACTING PRESIDENT pro tempore. Is there a sufficient second? There is a sufficient second. The yeas and nays having been ordered. The clerk will call the roll.
