Madam President, I come to the floor today in support of S. 1982, the Comprehensive Veterans Health and Benefits and Military Retirement Pay Restoration Act of 2014. I believe we must keep the promises we have made to our veterans. We can do this by giving them the same quality of service they gave us, and by providing them with the care they deserve. That is why I support this bipartisan bill. The bill contains a number of provisions that will improve the lives of the men and women in uniform and our veterans by: Restoring the full cost-of-living adjustment for all military retirees; Reforming the system for processing veteran's disability claims to reduce the existing backlog; Providing in-State tuition assistance for post 9/11 veterans pursuing a college degree; Expanding programs designed to help veterans find a job; Requiring new services for survivors of sexual assault: and Improving health care services related to mental health, traumatic brain injury and other conditions. In addition to supporting this bill, as the Chairwoman of the Senate Appropriations Committee, I have put money in the Federal checkbook to improve the veteran's health care system so that wounded and disabled warriors get the care and benefits they need. I have worked to ensure veterans suffering from Post-Traumatic Stress Disorder, PTSD, or a Traumatic Brain Injury, TBI, receive better diagnosis and treatment through the Defense Department and the VA.…
