Mr. President, I want the Senator to know our side does support the Second Amendment, but we support all of the amendments of the Constitution--not just one. One of those is the right to speech, and implicit in that is maybe to get a real vote on real substance. I yield to the Senator from North Dakota to far more articulate the substance. Let's not only support the Constitution but the oath we took to defend all people against enemies, foreign and domestic, and that is what we want to do. The PRESIDING OFFICER.
