Mr. President, I rise in support of voting for the continuing resolution. Over the last several days, there have been votes I have had to oppose, but I think we have arrived at a place where both sides of the aisle can support this continuing resolution. Is it perfect? No. Is it acceptable? Yes. Is it necessary? Absolutely. The first thing we need to do is make sure we do not have a government shutdown or a government slamdown. Those wonderful men and women who work for the Federal Government, those who are keeping our Social Security offices open, those who serve our veterans, and those who are working at NIH right this minute on a cure for cancer or helping people with Alzheimer's need to know we are not going to play partisan politics with last-minute dramatic efforts to get one party or the other to stare each other down. This continuing resolution, which will be before our colleagues shortly, meets three goals that we Democrats have laid out. No. 1, it keeps the government open through December 9 so we can finish the work on government spending and what they call an omnibus bill, meaning all of the subcommittees that would fund the U.S. Government; No. 2, that we do it in a way that abides by the balanced budget agreement of 2015; No.…
