improving our educational system is a top priority. Yet, it has not gotten the attention it rightfully deserves. But today we consider legislation, Goals 2000--Educate America Act-- that gives a boost to States and local communities for education reform initiatives. And at the same time, this legislation suggests an education framework for the entire Nation by establishing national goals. Of these goals, here are my top three: getting kids ready to learn, making sure United States students will be first in the world in mathematics and science, and making every school safe and drug free. First, it is vitally important for American children to start school ready to learn. How can we tackle school reform without tackling school health? Health is a major concern in this country for everyone including our youth. Sadly, less than 40 percent of 2-year olds receive complete immunizations. This is not satisfactory. Every student must start school healthy not just in the first grade but in every grade because we know that healthy students have better attendance and are more productive. This legislation supports developing healthy young minds and healthy bodies.
