I thank the Senator from Arizona. This is a very important amendment, on a very important subject. The Senator is absolutely correct that there is an ultimate moment of confrontation. Certainly, there is an ultimate moment of destabilization if we are not successful. In my meetings in China recently, it was very clear to me that the Chinese are deeply concerned about this, that the last thing they want is another nuclear power. I think there is much that we can do to work together in this effort, and we need to avail ourselves of every diplomatic opening in order to do that. So I think the amendment of the Senator is an important amendment, and I am prepared to accept it.
