It is my understanding, and I ask the Senator from Virginia, that the testing that has been laid out in the protocols that I have seen contemplates testing almost exclusively from off the coast of California and Kwajalein Island, which by their own admission, the military has said are less than ideal in representing the multiple different sources from which a legitimate attack could come. There is nothing in any protocol that I have seen to date suggesting that the testing that will take place meets the kind of testing that the Senator from Illinois is looking for.
