My friend knows full well that the famous teacher Stanley Surrey, I think at Harvard Law, coined the phrase ``tax expenditure.'' We make choices in the Senate that if you forego a tax you expect to collect, it is an expenditure. Now, that is a well-known principle in terms of how we operate.
