Come to cloture on these issues, and, if they can't come to that resolution, this should be on the floor of the Senate for us to deal with in a matter of legislative urgency. I know, Mr. President, that there is a significant group of us prepared to exercise every right available to us with respect to the Senate business in order to try to guarantee that we have the opportunity to act on the Chemical Weapons Convention.
