What I want to ask the Senator is what he thinks is inadequate in the resolution of ratification. Declaration 13 makes it clear that the United States is committed to accomplishing the modernization and replacement of the strategic delivery vehicles. The service lives of the existing strategic delivery vehicles run well past the 10-year life of this treaty. So my question would be, since the DOD has already scheduled study and decision deadlines, timelines, for the replacement of all of these systems--so since that is outside of the four corners of the treaty, so to speak, why would declaration 13 not state that we are committed to proceeding to the full modernization and replacement of the adequate delivery vehicles?
