I ask my colleague if, in fact, by denying that exchange, those people the right to travel and connect with relatives and others within the country, if we don't provide Fidel Castro with the selectivity and greater capacity to restrict what information they get, when they get it, how they get it, and if, in fact, we aren't playing right into his capacity to keep a stranglehold--which is the very thing we are trying to undo.
