I assume that the leader would agree with me that all the great words that are spoken on the floor of the Senate, all of the meaning of this institution, all of the history that is wrapped up in this most watched and intriguing and certainly successful experiment in democracy on the face of the planet, that all of us really are facing a fundamental distortion that the American people understand today--in a process that has seen the cost of elections rise more than 100 percent; more and more millions of dollars are being spent and less and less Americans are able to access the system. Less and less people are able to take part, and more and more special interests are taking the system and defining it in terms of the money that they have available to them.
