It's very obvious that there are huge threats here.

The Biden Administration is very proactive on the nuclear front. We believe that nuclear--that you cannot really reach the targets that have been set without some nuclear.

Would not it make a lot more sense if we were avoiding that damage in the first place, or minimizing it?
