That is happening not because the government mandated it, because they see that is the future.
Obviously, we're already seeing ways in which it's going to affect people.
Island States, vulnerable nations, they are the ones suffering the most, but they do not contribute to the problem.
We do not want it to become the hostage of some of these other tensions, all of which are real.
