It has been an incredible team effort by an awful lot of people over the course of a lot of months. I wish to thank all of them for their involvement. Senator Lugar has been an unbelievable partner and a visionary with respect to these issues but, importantly, just a very steady, wise, and thoughtful collaborator in the effort to get the treaty to where we are today. It hasn't always been easy for him because there were times when he was a lonely voice with respect to those who were prepared to support this treaty. I wish to pay tribute to his statesmanship and his personal courage in steadily hanging in there with us. I thank President Obama for his determination to make certain that this was the priority that he felt it was and that I think it is.
