“I thank the Chair and, for the purpose of my colleagues, I will say we will wrap up very quickly. Again, I think I said it earlier, but I want to thank the Senator from Maryland, whose thoughtful involvement in this and his leadership in the caucus has been critical to helping us build a consensus. He heads up our Helsinki Commission, travels himself significantly in the cause of human rights and carrying America's flag with respect to that, and I think he does a superb job. So I am grateful to him for his cosponsorship together with Senator Durbin in this initiative, and my hope is the Senate will be able to proceed to this relatively rapidly.
