“we can solve this if we do the following: First, the amendment of the Senator from Delaware, which is a good amendment, is outside of the jurisdiction of the Intelligence Committee. It is not something that involves the Intelligence Committee. It is really a separate judgment. My suggestion would be, since we are trying to dispense with this fairly expeditiously, if we were to modify now the amendment simply to say that it is not a substitute but, rather, only a second degree, immediately upon disposition of that second degree, I could accept the second degree of the Senator from Delaware, at which point we could have a vote on the final amendment, as amended. Would that be satisfactory?”
