While the rule is a step in the right direction, let's not kid ourselves about the scope of this rule, what kind of impact it is going to have on the coal industry.
The damage that coal mining can cause to surrounding waters, to the wildlife that depend on those waters, is well documented and it is serious.

The people of Puerto Rico are calling. They understand there is no bailout on the table for them, and they are not asking for one.
Puerto Rico, by American law, cannot do either one of these, and that leaves the 3.5 million American citizens on the island at the mercy of the people who hold Puerto Rico's debt.
