We passed a law requiring the SEC to write these rules, and we did that because they matter.
Do you believe you have an obligation to complete these unfinished congressional mandates from 2010 before any other discretionary rules or projects?
The SEC is required to follow the law. And if you believe in the American constitutional system, you should demand that the SEC stop this lawless behavior.

You know, the SEC was told to write these rules 7 years ago. They are central to the SEC's mission of investor protection.
I do not think anybody in this room thinks that the Commonwealth of Massachusetts or the City of Omaha, Nebraska should be left by themselves to defend against a sophisticated cyber adversary like Russia.
I do not understand how that connects, then, with the rules on discrimination. It sounds a lot like discrimination.
