It is not only a constitutional -- it's not simply a constitutional issue. It has to do with the sensitivities and sensibilities of a lot of families who lost loved ones there for whom this is hallowed ground.

I think it's very much worth remembering that counter heat brought counterinsurgency to Iraq in a war that look hopeless at the time is -- we're in a much, much better place there because of his leadership.
