I too have read the Contract With America. I want to tell my friend on the other side, while it did talk about doing all of this in 100 days, it did not mention 100 nights; and this may take more than 100 nights if we continually debate the same issue over and over again and again. The issue is not the merits of a particular Federal program. You can bring to this floor an amendment that tries to exempt the most meritorious of Federal mandates. That is not the issue. That is not the issue at all. The issue is whether or not in the future this Congress decides to continue mandating programs upon local governments and State governments, whether we believe in those mandates or not enough to fund them. And if we do not believe in them enough to fund them, this legislation asked us to think seriously about whether we ought to mandate them in the first place. That is what this is all about.
