ETBE is included within the definition of a renewable fuel. The conference report attempts to provide maximum flexibility to the refining marketplace to achieve the goals of both the new renewable fuels requirement and, therefore, ETBE is both defined and afforded all the advantages of a renewable fuel under Title XV.
