reclaiming my time, it is exactly what I just said, that it certainly does not limit future Congresses to change CARA. It does not limit future Congresses to make a special appropriation for an in-holding if it wants. It sets down as a principle of law in CARA, that CARA funds cannot be used where there is a willing seller and the government is interested in purchasing the property and the Congress follows all of the steps outlined in CARA for its acquisition.
