The Corporation has no legal obligation to pay the termination costs. The Energy Policy Act is clear on these matters. The Department of Energy remains responsible for liabilities attributable to the operation of the uranium enrichment enterprise before the business was transferred to the Corporation. AVLIS has never been transferred. The preexisting research and development program remains the Department's responsibility. The act sharply limits the Corporation's ability to spend money on AVLIS. The act gives the Corporation neither the responsibility nor the authority to pay these expenses.
