I know the gentleman from Indiana is schooled on foreign affairs and I know that perhaps he has the answers to these questions, but the thought has occurred to me, we have just, at the behest of the President of the United States, opened up diplomatic relationships with Vietnam. Was there any precondition that the Vietnamese own up to the massive numbers of people that they killed in the revolutions of the last 40 years?
