As a matter of fact, was there any precondition on any assistance that we might have sent to our allies of today penalizing the French for what Napoleon might have done or for the British or for what the British Empire might have done throughout the world when they controlled the world, or any despot that might have lived in the last 150 years? Is the gentleman aware of any other country that we have penalized for something that happened 100 years ago or more and said that we are simply not going to honor our commitments to them as a modern day ally?
