I agree with his points. I would add, though, that the administration made a commitment to Jordan that there would be three tranches in response to the President's agreement to forgive Jordanian debt; that one would be expected to be provided in 1995, one in 1996, and one in 1997. We are currently dealing with a conference agreement on a supplemental and a rescission of 1995 appropriations. The fact is that the three tranches for Jordanian aid will be dealt with in 1995, not in 1996 or 1997, for the entire total balance of the commitment that the President has made to Jordan.
