“let me compliment my friend from Mississippi for this amendment. My farmers are very concerned, and they have told me of their concern. They do not have time to do the training and get ready for the requirements and the regulations, and they have never seen Government be flexible when a regulation is in place and when they are in jeopardy. They are very concerned, and I compliment the Senator on his position. But, Mr. President, may I make a point here. It may be that under the circumstances, this amendment may never see the light of day. I feel sorry for the chairman of the Commerce Committee, who is leading a fight for a bill that has been passed through the Senate unanimously at least twice. It came out of the Commerce Committee unanimously, and now we see all kinds of nongermane amendments being put on this legislation. They keep going on and on and on. I think it is time we step back and begin to look at how we are operating legislatively here in the Senate. It may be that at some point we would just go ahead and let everybody have their say for a few minutes and move to table, and we will take these potential amendments off the bills one at a time, if necessary. But I think we are making this bill a Christmas tree, and that is very unfortunate. I know, and others will say, 'This is the only way I can get it up; I could not get it up any other way.'
