I suspect that in those cases where a bond, for example, might require that the airport maintain certain coverage, the Secretary would be able to review the fee proposed and any other relevant information to determine if the fee is reasonable. In addition, nothing in this bill prohibits an airline and airport from reaching an agreement on a fee.
