None of the funds appropriated or otherwise made available in this Act may be used to carry out any of the following: (1) Section 2, 3, 4, 5, 6(b)(iii), or 6(c) of Executive Order 13653 (78 Fed. Reg. 66817). (2) Section 2, 3, 7, 8, 9, 10, 11, 12, 13, 14, or 15(b) of Executive Order 13693 (80 Fed. Reg. 15869). (3) Paragraph (4), (9), (10), or (12) of subsection (c) or subsection (e) of section 2911 of title 10, United States Code. (4) Section 400AA or 400FF of the Energy Policy and Conservation Act (42 U.S.C. 6374, 6374e). (5) Section 303 of the Energy Policy Act of 1992 (42 U.S.C. 13212).
