I don't see that the religious freedom law has been trampled on. What you had here was a public official who voluntarily ran for election to that office. She decided she could pick out the duties that she would perform and not perform some of the others.

Governor, you cannot afford not to do this because it is going to be so good for your State.
That requires communication. That requires sitting down in good faith and talking through things and recognizing the differences, and then coming to some kind of agreement that will get us to where we all want to go.
There’s no question that political partisanship has caused a lot of this disconnection on the local level, and it’s come, basically, from the federal level.
The path forward is not a 'replacement' plan that covers fewer people and provides less robust benefits.
