This bipartisan legislation keeps the interest rates on college student loans at their current and unprecedented low levels. Had I been present, I would have voted in favor of this bill. This is solid legislation that provides for the continued availability of affordable student loans. The extension of current low interest rates is necessary to ensure that students can continue to obtain the financial assistance needed to meet postsecondary education goals. The current student loan interest rate formula, set to expire on July 1, 2003, provides students and their families with an affordable way to pay for an education that might otherwise not be possible. A variety of educational and financial institutions, including the Kentucky Higher Education Assistance Authority, strongly support S. 1762. Stabilizing interest rates now will secure educational opportunities for the future. I am pleased by the broad support this legislation received.
