The Biden-McCarthy debt deal will do nothing to avert the looming debt crisis. A debt deal that creates no limits to the debt accumulation over 2 years is not fiscally responsible and should be rejected. My amendment replaces the spending caps with caps that balance the budget in 5 years and limits the extension of debt to $500 billion, and I urge a ``yes'' vote. The PRESIDING OFFICER.
