I guess the question I have is that we have some of those restrictions now, but they seem to think that those restrictions don't apply--the people interpreting what we have now are interpreting 215 to mean we can collect all of the American records in bulk. If there were a circumstance where I was necessary to pass USA FREEDOM and if it were that close, if people were willing to look at the bill and say we would make a person, an individual-- see, the big thing for me is that the warrant should be individualized. And I am worried that if we use the word ``person'' and if it can be replaced with the word ``Verizon'' and we still collect all the records, I would feel disappointed if we thought we got rid of bulk collection and a year or 2 from now, when they finally admit it, they admit: Oh, we are still doing the very same thing. We are doing Verizon. We are getting all of Verizon's records. We are just making them process it, and we are paying them for it. That is what I fear. I want to make sure that doesn't happen.
