I think Congress has failed. We have not passed a budget in 2 years, much less a balanced budget. We cannot even pass a budget under the normal procedures, and we are showing no signs of being able to balance our own budget. They say the American public, when we ask them are they for a balanced budget, 70 to 75 percent of the people are for it-- Republicans, Democrats, and Independents. Congress currently has about a 10-percent approval rating. My thought is maybe our approval rating is so low because we are not listening to what the people want. The people want us to balance our budget. They want us to do the responsible thing. But they also do not want to say: Oh, Social Security, we are going to put that off to the side. They want the Social Security fund to be sound too. What are we doing right now? We are reducing the funding to Social Security. We are doing exactly the things we should not be doing. So it is important, as my colleague said, that the balanced budget amendment include all spending, and we need to balance our budget.
