“Madam President, the bill before us to ban TikTok is clearly infringement of the First Amendment. It would ban 150 million people who regularly post on TikTok from expressing themselves. It is without question speech. These folks, the 150 million users of TikTok, would have standing in court to sue over infringement of their speech.
