I will finish in a few minutes. It is a canard to say that the cut is coming from the military. The cut is a 1-percent cut. It is $3.2 trillion spent, and it is $32 billion that would be cut. Every year, we send $30 billion to foreign countries that hate us. We spend nearly $50 billion in Afghanistan every year. If we were simply looking at the Department of Commerce-- $14 billion--and the Department of Education--$70 billion--I think we could find $30 billion that we would never know was gone. The bottom line is whether the debt is threatening our national security, whether it is threatening the security of the economic foundation of our country, and I think without question it is. This vote is a litmus test for conservatives. Are you a conservative? Do you think we could cut one penny out of every dollar? I think it is a conservative notion that we have long said we are for. Now it is time to step up to the plate and actually vote what you say you stand for. With that, I yield back my time and ask for the yeas and nays.
