Madam President, I rise today to offer the largest, most sweeping anti-poverty legislation since LBJ began the War on Poverty. This legislation, if passed, would return $100 billion to areas of poverty and high unemployment in our country--areas that have been devastated by chronic unemployment and poverty. Communities like Eastern Kentucky that have been devastated by the President's war on coal would be rescued. Communities like Flint, MI, where the water is unsafe to drink, would be restored. Communities like Ferguson, the South Side of Chicago, and the West End of Louisville would be given a chance to find the American dream if this legislation is passed. My legislation is not a gift or a grant; my legislation simply allows $100 billion to remain in the hands of those who earned it. My legislation will provide incentive for businesses and capital to return to areas overwhelmed by chronic poverty and unemployment. We are just past the 50-year mark on the War on Poverty. Sadly, 50 years later, we are still fighting that war, and every one of our States still has areas of high unemployment and poverty.…
