I come to the floor only to try to warn my colleagues of what they are voting on today; that this is not just a simple humanitarian resolution. It is the process I'm concerned about. If we bring a war resolution to the floor and say, look, we need to go to war to defend the East Timorese, we can vote it up and down and decide to go over and settle it in 2 or 3 months. But we should not do what we are doing now, to endorse internationalism, or interventionism that inevitably fails. I think there is a better way to proceed, and it is written in the Constitution.
