The clerk will report the amendment by number. The bill clerk read as follows: The Senator from Kentucky [Mr. Paul] proposes an amendment numbered 222. The amendment is as follows: (Purpose: To express the sense of Congress that Article 5 of the North Atlantic Treaty does not supersede the constitutional requirement that Congress declare war before the United States engages in war) At the appropriate place in title XII, insert the following: SEC. __. SENSE OF CONGRESS ON CONSTITUTIONAL REQUIREMENT THAT CONGRESS DECLARE WAR BEFORE THE UNITED STATES ENGAGES IN WAR. It is the sense of Congress that Article 5 of the North Atlantic Treaty does not supersede the constitutional requirement that Congress declare war before the United States engages in war.
