The amendment is as follows: (Purpose: To require the Postal Service to take into consideration the impact of regulations when developing a profitability plan) On page 136, between lines 14 and 15, insert the following: (5) the impact of-- (A) regulations the Postmaster General was required by Congress to promulgate; and (B) congressional action required to facilitate the profitability of the Postal Service; On page 136, line 15, strike ``(5)'' and insert ``(6)''. On page 136, line 18, strike ``(6)'' and insert ``(7)''. The PRESIDING OFFICER. The Senator is recognized for 1 minute.
