Madam President, that is correct. It is a simple question. I think we are not asking for any heavy lifting here. We are asking the President: Do you have the authority. I think it is important that it is a legal question in the sense we want to ask and get a legal, constitutional response. We are not asking--we probably won't do it, we don't intend to do it, or it is not appropriate, or it is not, as a policy matter we don't like doing it. We want the constitutional answer: Do you really believe you have the constitutional authority to do this.
