On behalf of Senator McConnell and myself, I have to introduce this amendment to create a bridges fund. We have done considerable nation building abroad. I think it is time we do some nation building at home. We have two bridges in our State, Brent Spence as well as the Sherman Minton Bridge, that need to be repaired and replaced. We do not have enough money in our highway trust fund. This would create a new bridges fund. It would come from money we are currently sending overseas to build bridges overseas. So it would bring foreign aid money back home to the United States where it is needed. It would also take some money from the Department of Energy loans, which I think can be more useful at home to build bridges. So I urge adoption of this amendment which would allow a new creation of a bridges fund, which I think our country desperately needs. The PRESIDING OFFICER. The Senator from Washington.
