The amendment is as follows: (Purpose: To rescind unobligated balances for certain international programs to offset the amounts appropriated in this bill to respond to the coronavirus outbreak) At the appropriate place, insert the following: SEC. __. RESCISSIONS. (a) Educational and Cultural Assistance Programs.-- Notwithstanding any other provision of law, all amounts made available for fiscal year 2020 for the East-West Center under title I of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2020 (division G of Public Law 116-94), the Inter-American Foundation under title III of such Act, and educational and cultural exchange programs under title I of such Act that remain unobligated as of the date of the enactment of this Act are rescinded.…”
