Mr. President, I was here for 30 minutes of the Republican side speaking. I sat at my seat for 30 minutes. It was not 23 minutes of equally divided time. Mr. McCAIN. Mr. President, regular order--obviously people don't know the rules of the Senate. Maybe they should learn them.
