Mr. President, this amendment doesn't change any of the postal mandates and, to tell my colleagues the truth, the system we have now is not working very well. I think we do need some innovation, so I think it would be a good idea to vote for this amendment. I ask for the yeas and nays. The PRESIDING OFFICER (Mr. Cardin). Is there a sufficient second?
