If it had been indexed for any kind of inflation from the beginning, yes, we would still be fine.

We are competitive with the private sector; that just because I can go hire somebody doesn't mean that they provide services to the community that need to be done.

We are still working with the districts to make sure that we inspections, that we are still taking full responsibility for the treatment of our detainees.
