Mr. Chair, I have to comment on what the chairwoman said about the briefings. A briefing is not a committee hearing. With a briefing, there are no notice requirements. Oftentimes in the beginning we weren't allowed to have witnesses, and there are no transcripts. So there is a big difference between a briefing and a committee hearing. Mr. Speaker, I yield 2 minutes to the gentleman from Pennsylvania (Mr. Keller), who is another member of the Oversight and Reform Committee.
