Hal Rogers: As far as knowing what the White House offsets are going to be so that we can know where the money is going to come from…

On the recordOctober 9, 1998
As far as knowing what the White House offsets are going to be so that we can know where the money is going to come from to pay for these extra frills that the President seems to want, we simply want to know what the cost is going to be and where the money is going to come from. When we go shopping at the store and the store shows us the goods that we would like to buy, they have to know that we have got the money to pay for it before we can strike a deal. And so we simply want to see the White House's money. If they have a way to pay for the frills that they are asking for, then that is a different story. But until this time they have simply refused to tell us whether or not they have the money to pay for the frills that they want to add to these bills.
